Coopers Row North

Coopers Row North is a six-story mixed-use community in San Antonio, delivering 75 residential units above ground-floor commercial space at 1118 E. Elmira. Designed by Schultz Architecture for Oxbow Development Group, the project blends apartment living with street-level retail to bring new energy and density to San Antonio’s near-east side. Built on a concrete-frame and light-gauge metal-framed structure under a CCIP insurance program, Coopers Row North reached its topping-out milestone in spring 2025 and completed construction in February 2026. Serving as prime contractor, Rogers-O’Brien partnered closely with ownership throughout, navigating owner-requested changes and proactively resolving challenges to keep the project on schedule without compromising quality. The result is a high-quality community that reflects RO’s collaborative, accountable approach to multifamily construction across Texas.
